Ramsar Sites โ Key Facts
- India now has 101 Ramsar Sites (after Glaw Lake, Arunachal Pradesh, in 2026).
- The Montreux Record registers Ramsar sites where ecological character changes have occurred; India’s entries are Keoladeo National Park and Loktak Lake.
Legal Framework โ Concepts for Prelims
- Wetlands (Conservation and Management) Rules, 2017, under EPA 1986, is the primary domestic legal framework.
- State Wetland Authorities are designated for management and oversight.
- Precautionary Principle (Vellore Citizens case, 1996): When environmental harm is uncertain, protective measures must be taken.
Exam trap: the Precautionary Principle is distinct from the Polluter Pays Principle โ Precautionary applies when harm is scientifically uncertain, Polluter Pays applies after harm has occurred.

X-Band Doppler Weather Radar
News Context
- IMD announced plans to install an X-Band Doppler Weather Radar in Wayanad, Kerala to improve extreme weather forecasts and strengthen early warning systems.
- The radar will be commissioned by December 2026 at Pulpally, where Pazhassi Raja College has provided land.
- This follows the Wayanad landslides (2024) that killed 298 people, exposing gaps in early warning systems.
X-Band Radar โ Key Facts for Prelims
- X-Band radar emits radiation in the X-band of the electromagnetic spectrum: 8 to 12 GHz, with wavelengths of around 2 to 4 cm.
- Smaller wavelengths produce higher-resolution images compared to other radar bands.
- Higher frequency means faster signal attenuation over distance, limiting range.
- X-Band radars are typically used for cloud development studies, light precipitation, and detecting tiny water particles and snow.
Applications โ Key Facts
- Can monitor particle movements (such as soil) to generate landslide early warnings.
- Performs high temporal sampling (rapid environment sampling) to detect short-duration particle movements.
- Useful for localised extreme weather monitoring in hilly and forested terrain like Wayanad.
Radar and Doppler Radar โ Concepts for Prelims
- Radar stands for Radio Detection and Ranging.

- The case itself can be ended through three legal routes only.
FIR Basics โ Key Facts for Prelims
- FIR is the first written record of an offence under BNSS.
- No legal provision allows a government to cancel an FIR via executive order.
Three Routes to End an FIR Case โ Concepts for Prelims
| Route | Legal Basis | Key Point |
|---|---|---|
| Closure Report | Section 193, BNSS | Police file if investigation discloses insufficient material; magistrate can disagree and take cognizance independently (Abhinandan Jha vs Dinesh Mishra, 1967). |
| Withdrawal from Prosecution | Section 360, BNSS | Public Prosecutor, with court’s consent, may withdraw before judgment; must reflect independent view, not a government directive; victim must be heard (Sheonandan Paswan vs Bihar, 1986). |
| HC Quashes FIR | Section 528, BNSS | High Court’s inherent powers to prevent abuse of process of court; used sparingly, especially when investigation is ongoing. |
