India Reaffirms Commitment to Global Pandemic Preparedness at UN High-Level Meeting
News Context
- The Health Secretary represented India at the UN High-Level Meeting on Pandemic Prevention, Preparedness and Response in New York on 25 September 2026.
- India stressed better global pandemic preparedness and supported a fair Pathogen Access and Benefit Sharing (PABS) system under the WHO Pandemic Agreement.
Key Facts for Prelims — The WHO Pandemic Agreement
- Adopted at the 78th World Health Assembly on 20 May 2025, following COVID-19 lessons.
- Aims to strengthen global cooperation in pandemic prevention/preparedness/response — the world’s first pandemic-specific international agreement.
- Needs ratification by at least 60 countries to enter into force.
Concepts for Prelims — Understanding the PABS System
- Enables quick sharing of pathogen samples/genetic information between countries; in return, sharing countries get fair access to vaccines/medicines/diagnostics developed from them.
- Detailed PABS Annex being negotiated by an Intergovernmental Working Group (IGWG).
- India, Brazil, South Africa support a fair, legally binding PABS system, aiming to prevent access inequalities like those seen during COVID-19.
Significance for India: reflects India’s growing role in global health governance (post-COVID vaccine diplomacy), supports fair health-tech access for the Global South, and promotes Digital Public Infrastructure (e.g. CoWIN) as a global public good.

India’s First Port-Based e-Methanol Plant Launched at Kandla
News Context
- India’s first port-based e-methanol production facility is being set up at Deendayal Port, Kandla, Gujarat, to produce green fuel for shipping, help India become a green fuel exporter, and support Net Zero by 2070.
Key Facts for Prelims — What is e-Methanol?
- Green methanol produced by combining green hydrogen (via water electrolysis using renewable electricity) with captured CO2.
- Unlike conventional/”grey” methanol (fossil-fuel derived), e-methanol is low/net-zero carbon, suitable for decarbonising hard-to-abate sectors like maritime shipping.
- Green methanol can also be produced via bio-methanol (sustainable biomass, agricultural residues, municipal solid waste feedstock).
Maritime Significance
Plant can supply green fuel to ships on the Asia-Europe trade route, helping India become a global green marine fuel supplier.
Kandla’s Role
Being developed as a Green Bunkering Hub and Green Hydrogen Hub under the National Green Hydrogen Mission.
Fleet Expansion
Supports India’s plan to add 100 ships to its merchant fleet in five years and become a top-five ship-owning nation by 2047.
National Green Hydrogen Mission
Launched 2023, MNRE nodal ministry; targets ~5 million tonnes of green hydrogen annually by 2030.

Dr Jitendra Singh Launches Five Popular Science Magazines by CSIR-NIScPR
News Context
- On CSIR’s 85th Foundation Day, Dr Jitendra Singh launched five new science magazines in Tamil, Telugu, Marathi, Bengali and Assamese, to promote regional-language science communication and accessibility.
Key Facts for Prelims — The New Magazines
- Bigyan Lahar (Assamese), Bigyan Brittanto (Bengali), Vidnyan Kshitij (Marathi), Ariviyal Arikkaiyalar (Tamil), Vigyan Velugu (Telugu).
- These add to CSIR-NIScPR’s existing magazines: Science Reporter (English), Vigyan Pragati (Hindi), Science Ki Duniya (Urdu).
- AI is used for translation, but content is checked/edited by human experts for accuracy; the magazines will also publish original regional-language articles.

- CSIR-NIScPR (National Institute of Science Communication and Policy Research) is a constituent institute of CSIR working on science communication, policy research, and popularising scientific knowledge in regional languages.
- CSIR — Council of Scientific and Industrial Research, established 26 September 1942, one of India’s largest R&D organisations.
- An autonomous body registered under the Societies Registration Act, 1860, mainly funded by the Ministry of Science and Technology.

World Tourism Day 2026
News Context
- World Tourism Day 2026 observed on 27 September, hosted this year in El Salvador, theme “Digital Agenda and Artificial Intelligence to Redesign Tourism.”
- India is celebrating at Bharat Mandapam, New Delhi, with new initiatives like the National Digital Tourism Stack and Dekho Apna Desh 2.0.
Key Facts for Prelims — About World Tourism Day
- An initiative of the United Nations World Tourism Organisation (UNWTO), commemorating the adoption of the UNWTO statutes in 1970.
- First celebrated in 1980; highlights tourism’s contribution to socio-economic development and the SDGs.
