OPSC OCS Prelims Exam Pattern 2026
The Preliminary Examination is objective-type and purely a screening stage — it shortlists candidates for Mains but its marks are not added to the final merit list.

Paper II (CSAT) is qualifying in nature — candidates must score at least 33% to qualify. If Paper II isn’t cleared, Paper I is not evaluated at all, and 0.33 mark is deducted for every wrong answer across both papers.
OPSC OCS Prelims Syllabus 2026
General Studies Paper I
Current events of national and international importance; History of India and the Indian National Movement; Indian and world geography; Indian polity and governance (Constitution, Panchayati Raj, rights and policies); economic and social development including SDGs; environmental ecology, biodiversity and climate change; and General Science.
General Studies Paper II (CSAT)
Comprehension passages; interpersonal and communication skills; logical reasoning and analytical ability; decision-making and problem-solving; general mental ability; basic numeracy and data interpretation (Class X level); and English comprehension (Class X level).

The Mains Examination is fully descriptive and consists of nine papers in total — two qualifying language papers and seven papers whose marks are counted for the final merit list.

Candidates need at least 25% in both Odia and English Language papers to qualify — but these two papers’ marks are not added to the final merit score. Only the Essay, four GS papers, and two Optional papers (1750 marks) plus the Interview (250 marks) decide the final rank, out of a grand total of 2000.
