Why SECC 2011 Was Insufficient
- SECC 2011 was conducted outside the statutory Population Census framework β lacked legal authority
- Open-ended caste column generated 46+ lakh different caste names β data inconsistent and unusable
- Results were never officially released; government stated data cannot be used for reservation purposes
Census 2027 Methodology
- Ongoing pre-test uses an open column for respondents to record their caste
- Final methodology to be decided after evaluating the pre-test exercise
- Government will prepare final questionnaire following established Census procedures
UPSC Angle: Census 2027 will mark the first nationwide statutory caste enumeration after Independence β distinct from SECC 2011 which lacked legal backing. The 1931 census remains the last complete caste data for India. Questions likely on the difference between SECC and Census caste enumeration.
