Explaination

Good Governance refers to the process of governing in a manner that is transparent, accountable, participatory, effective, and responsive to the needs of the people. The concept was popularised by the World Bank in its 1992 report "Governance and Development" and further developed by the United Nations Development Programme (UNDP).

Eight Principles of Good Governance (UNDP)

  • Accountability-Public officials and institutions need to be accountable for their actions and decisions, ensuring responsibility towards the citizens. This is a key feature of good governance.
  • Transparency –involves openness and allowing citizens to be informed about government actions and policies. This is a fundamental feature of good governance.
  • Integrity-It refers to the adherence to moral and ethical principles and is a key feature of good governance.
  • Participation:All men and women should have a voice in decision making, either directly or through legitimate intermediate institutions
  • Rule of Law:Legal frameworks should be fair and enforced impartially, with full protection of human rights
  • Responsiveness:Institutions and processes should serve all stakeholders within a reasonable timeframe
  • Consensus Oriented:Good governance mediates differing interests to reach broad consensus on what is in the best interest of the community
  • Equity and Inclusiveness:All groups, especially vulnerable ones, have opportunity to improve or maintain their wellbeing
  • Effectiveness and Efficiency:Processes and institutions produce results that meet the needs of society while making best use of resources
