Management Effectiveness Evaluation of Tiger Reserves (MEE-TR) 2026
News Context
- The Union Environment Minister launched the 6th cycle of MEE-TR 2026, covering all 58 Tiger Reserves.
- The Technical Manual 2026 was also released, with Solid Waste Management added as a new evaluation criterion.
Key Facts for Prelims
- MEE is conducted by the National Tiger Conservation Authority (NTCA) in collaboration with the Wildlife Institute of India (WII), based on the IUCN–WCPA framework studying six elements: Context, Planning, Inputs, Processes, Outputs and Outcomes.
- First started in 2006, triggered by the disappearance of tigers from Sariska Tiger Reserve; five cycles completed so far — 2006, 2010, 2014, 2018, 2022 — covering 28, 39, 43, 50 and 51 reserves respectively.
- NTCA is a statutory body under Chapter IV-B of the Wildlife (Protection) Act, 1972, chaired by the Union Minister for Environment, Forest and Climate Change.
- A Tiger Reserve legally consists of a Core/Critical Tiger Habitat (inviolate) and a Buffer Zone (regulated tourism/coexistence).
6th Cycle Coverage
All 58 Tiger Reserves, independent multidisciplinary evaluation teams, greater focus on field evidence and digital/spatial data.
New Criterion
Solid Waste Management — forest chowki waste, tourism waste, biomedical waste from rescue centres.
MEE acts as an accountability/feedback mechanism, helping identify well-performing reserves versus those needing support.

9th India International Water Week (IIWW) 2026
News Context
- The 9th IIWW 2026 was held at Bharat Mandapam, New Delhi, September 22–25, themed “Climate Resilient Water Management.”
- A Ministry of Jal Shakti platform bringing together policymakers, experts and organisations on water security.
Key Facts for Prelims
- Recommendations from seven thematic areas called for participatory water governance, safe reuse of treated wastewater, community-led groundwater recharge and stronger multi-hazard early warning systems.
- 2nd India International WASH Conference 2026, organised by the Department of Drinking Water and Sanitation with SPM-NIWAS, Kolkata — 57 research papers presented, plus an India-Africa Roundtable with 22 African countries.
- Jal Jeevan Mission (JJM): Launched 15 August 2019, a Centrally Sponsored Scheme for Functional Household Tap Connections; slogan “Har Ghar Jal.” Fund-sharing: 100% UTs, 90:10 Himalayan/NE States, 50:50 others.
Next Phase of JJM
Focus shifts to adequate, regular, safe and sustainable drinking water services, not just new infrastructure.
Significance
Digital public infrastructure plus community-led governance combine technology with grassroots participation.

Capacity Enhancement for Effective Forest Management Project (India-JICA)
News Context
- The Union Environment Minister launched a workshop on this project in New Delhi, implemented with JICA support for seven years (2025-26 to 2031-32).
Key Facts for Prelims
- Objective: strengthen capacity of frontline forest personnel to manage forests/wildlife and address emerging climate/environmental challenges.
- Total Outlay: ₹537.10 crore — JICA ₹440.42 crore, Government of India ₹96.68 crore.
- Covers all States, with priority to new participating States while continuing support to States from the earlier project.
- Key focus areas: Forest Fire Management, Biodiversity Conservation & Climate Action, region-specific training modules, research and pilot projects.
Implementation Period
7 years — 2025-26 to 2031-32.

India’s best practices to be shared with SAARC and other Global South countries.

ICG’s QUAD-at-Sea Ship Observer Mission
News Context
- Indian Coast Guard Ship Shaunak sailed from Chennai to Perth, Australia, for the QUAD-at-Sea Ship Observer Mission, strengthening maritime cooperation among India, Australia, Japan and the US.
Key Facts for Prelims
- Six Sea Riders — 2 officers each from India and Japan, 1 each from Australia and the US — embarked on ICG Ship Shaunak for shipboard activities and professional exchanges.
- Aligned with the QUAD Foreign Ministers’ Joint Statement of May 2026, reflecting commitment to a free, open, inclusive, rules-based Indo-Pacific maritime order.
- Reflects India’s MAHASAGAR vision (Mutual and Holistic Advancement for Security and Growth Across Regions), an expanded version of the earlier SAGAR doctrine.
Builds toward a future “QUAD Coast Guard Handshake,” reinforcing India’s role as a net security provider in the Indian Ocean Region.
